putting the guilt up on a country's shoulder for a massacre which occured in another country ain't fair and is rather a jizzy apology for this dramatic incident, generalizing a problem only leads to misunderstanding and prejustices. The main factors for this terrible massacre originate from other sources, such as family, school problems, etc. and people (authorities) should seek carefully for those factors.
In addition it might be wise to install detectors and x-ray devices at school where social conflicts appear in order to prevent pupils from carrying weapons (knifes, hand-held weapons. etc.)

your immature post proves your lack of ability to deliver a criticial opinion; without harassments. Before posting such words I urge you to mention some reasons and facts (why?) for your post.
And it doesn't matter if bush or gore is president, surely it's undisputedly that Gore would have been a better choice for the Unitet States than Bush, I would have elected gore if I had been eligible to vote at the date of the elections since I can't stand G. Bush either, BUT fact is that you can't dissuade the US government from sharpening their current weapon laws , the lobby is extremely strong and it's explicitly embodied in the US constitution that every individum has the right to own a weapon.
Neither the United States nor the European union, nor Japan are the holy angels on earth, everbody is looking for his own advantage - the devil's sitting everywhere as decisions are made by the big players, originating from the economy (oil, petrol, pharmacy, etc) and not by politicans. Why do you think your government doesn't give a damn about the extremely dangerous power plant located in the czech republic? Because the big players get the shit paid out with their companies.
For those people everything's possible, big players in suits don't have to jump, still there are onethousands way to get their head out of the pinch', even murders get excused...
Folks don't even ownthemselves, paying mental rents to corporate presidents, you may ask yourself what are one billions residents for? Dissidents who ain't kiss it are chained in a system where we all are supposed to be free...
Dead pledged alliances, modern days thugs', big players in the biz', in the navy or the army, getting paid out the benjis', making the history, burying lies in the libraries...under governor nuts, leaving reality and deceiving their own people with fantasies while bleeding fatalities are taking place.
Don't worry I'm not going to annoy you anymore and before I really start getting into details I must admit that I've slightly drifted away from the main topic and I apology for the inconvenience this may cause

Last but not least I hope that people realize the danger connected with weapons and that people will learn to improve social contacts and to solve problems effectively when they occur. People are going to have to work closely together with commitment and understanding to guarantee a peaceful environment.
My deepest condolences go out the victims, to their families and to those affected by this tragedy.
